Adıyaman's İsias Hotel: Poor-Quality Concrete, Unauthorized Floor, Lack of Structural Reports
A report by experts from Karadeniz Technical University regarding the İsias Hotel, which collapsed in Adıyaman due to the earthquake centered in Kahramanmaraş and claimed the lives of 65 people, including members of the "Champion Angels," has been revealed.
According to the expert report, the concrete used was of poor quality, there was an unauthorized floor, and there were no ground survey reports.
The expert report includes the preliminary findings of the Department of Civil Engineering at Eastern Mediterranean University. The report stated, "It has been determined that the concrete quality is significantly low, and it was found that river gravel and sand were used. These materials used were found to have poor particle distribution." The report highlighted that an "unauthorized" floor was added to the building in 2016 and that the "project information did not match the permit information." It was also noted that there was no ground survey report for the building.
The report emphasized that one floor of the hotel was "unauthorized." Regarding the "unauthorized" floor, the report stated that "from the information and documents in the file, it is understood that an unauthorized floor was added to the building in 2016, and the total number of floors increased from nine to ten."
The report noted that the "unauthorized" floor benefited from the legal regulation known as the "zoning amnesty" in effect as of 2018, stating, "It has been observed that this added floor is 410 square meters, and a building registration certificate was prepared in accordance with provisional Article 16 of Law No. 3194 on 11 October 2018."
The report also highlighted that the building was not constructed according to its project. It was stated that "Architectural project information does not match the permit information," and the report concluded: "When the architectural and structural projects of the building in the file were examined, it was determined that the structure consisted of a basement, ground floor, an attic, and 11 regular floors, totaling 13 floors. In this regard, it is concluded that the project information does not match the permit information."
