CTP MP Solyalı Slams Government's Property Decrees: “Not a Legal Move, but a Crisis Move”
Republican Turkish Party (CTP) MP Ürün Solyalı has harshly criticised the government’s recent property regulation changes made through decrees with the force of law, bypassing parliamentary procedures.
Solyalı warned that the decisions, made without involving the legislature, will further deepen the ongoing property crisis, creating serious complications both domestically and in legal processes in South Cyprus.
“Not a Legal Move, but a Crisis Move”
Solyalı condemned the government’s approach as revealing the executive's arbitrariness, stating that Parliament was entirely sidelined in a sweeping restructuring process. He noted that foreign purchasing rights have been significantly expanded, minimum investment thresholds lowered, and new restrictions placed on the resale of acquired properties. “These amendments show a government acting opportunistically during a crisis, rather than responsibly,” he said.
“This Is Not How You Save the Construction Sector”
Solyalı argued that the government’s measures—supposedly intended to relieve pressures on the construction sector—will only deepen the crisis. “Creating legal loopholes to offload unsold properties isn’t economic reform—it’s legal destruction,” he asserted.
“Build-and-Sell Restrictions Lifted for Foreigners”
The CTP MP pointed out that the build-and-sell model, which was previously permitted only under specific conditions and Turkish capital, has now been completely deregulated, allowing foreign capital to enter the market unchecked. “This practice used to be illegal for foreigners—now it’s wide open. This move will accelerate the transfer of property ownership out of local hands,” Solyalı warned.
“Paving the Way for Southern Reaction”
Solyalı highlighted the ongoing lawsuits and court rulings in South Cyprus as indicators that such abrupt and wide-reaching regulations will further complicate the Cyprus issue. “This decision lays the groundwork for new legal and diplomatic action from the South,” he said.
“Pouring Fuel on the Fire Instead of Diplomacy”
Emphasising that the current crisis requires diplomatic efforts and the establishment of crisis management mechanisms, Solyalı stated: “This hasty and unmonitored decision not only destabilises property regulations, but also undermines public trust.”
