Erhürman Signals Constitutional Review of Fiber Optic Protocol
President Tufan Erhürman has stressed that international agreements must be prepared in line with the public interest and the Constitution before being signed, referring specifically to the Fiber Optic Protocol currently under debate.
In a statement shared on social media, Erhürman underlined that signatures placed on international agreements directly affect the state’s credibility and therefore require a careful and thorough preparatory process.
He said draft texts must be examined to ensure they comply with the Constitution and existing legislation, and that assessments should be based on opinions from relevant public institutions, professional bodies and experts. Erhürman noted that obtaining a legal opinion from the Attorney General’s Office prior to signing is the safest course of action for the executive branch.
If such procedures are not completed at the executive level, he said responsibility inevitably shifts to parliament, adding that the first task of parliamentary committees should be to examine constitutional compliance. Where doubts exist, committees should seek clarification rather than proceed, in line with their legal duties.
Erhürman stated that should the agreement be approved by the General Assembly, the Presidency would fulfil its responsibilities strictly within the constitutional framework.
“The Presidency will carry out the duties entrusted to it under the Constitution,” he said, adding that all state institutions share responsibility for safeguarding the country’s standing in international relations.
He also stressed that the Presidency would continue to ensure coordination during the preparation of international agreements, issue necessary warnings when required and act in accordance with its constitutional mandate.
