Berova Defends Cost-of-Living Decree, Promises Parliamentary Vote Next Week

Finance Minister Özdemir Berova defended the government’s decision to implement the cost-of-living allowance through a decree, saying the measure was a “temporal necessity” and needed to be effective by March 31. Speaking on Kıbrıs Postası TV’s program hosted by Canan Onurer, Berova emphasized that the decree would be formalized as legislation in Parliament next week.

Berova stressed that the government respects the Constitution and argued that the draft bill should have been implemented by March 31. He said the aim was to reflect the cost-of-living allowance in April salaries, creating a nine-month economic balance.

Highlighting the need for swift decision-making during crises, Berova noted the economic impact of developments in the Middle East and added that the situation could be reassessed in June if the war ends and income rises, particularly through support to the tourism sector.

Berova defended the timing of the decree, explaining that passing the bill through Parliament would have required the President’s signature, causing delays. “The decree was issued while Parliament was in session to ensure timely implementation,” he said.

The minister also confirmed that the draft bill will be brought back to Parliament next week for discussion and formal enactment. He emphasized that delaying the process until April would have undermined its purpose.

Addressing criticisms from President Tufan Erhürman, Berova pointed out that similar measures had been used in the past and reaffirmed that Parliament will complete the process next week.

Regarding concerns raised by KTÖS General Secretary about a potential injunction, Berova said unions have the right to pursue legal action, and the government will exercise its right to defend the decree.
