The “Transfer and Lease of Low Forest Lands (Amendment) Law,” passed in March 2026, предусматриted the allocation of approximately 2,000 donums of land in the Karpaz region for the Northern Cyprus campus of Istanbul Technical University.

The regulation had sparked public debate, particularly due to its inclusion of forest areas and the scale of the land designated for allocation.

Following the president’s veto, the law will be sent back to parliament for further review. It remains unclear whether any amendments will be introduced in the coming days.
