Immigration Amnesty Plan Unveiled

A new regulation is set to introduce an immigration amnesty, granting undocumented foreign nationals the opportunity to regularize their status within a defined timeframe.

Under the draft amendment to the Foreigners and Immigration Law approved by the Council of Ministers, individuals residing in the country without permission will be given 45 days to apply for legal status. Those who submit applications through the Immigration Department’s online system and pay a fee equivalent to one minimum wage will be eligible to benefit.

The move comes amid concerns that existing rules—imposing fines equivalent to the daily minimum wage for each day of illegal stay—have led to excessive penalties and widespread grievances.

Authorities say the new framework aims to end unregistered living, protect family unity, and bring undocumented individuals into the system. As part of the plan, those currently residing without legal status are being urged either to leave the country or transition into a legal framework.

The amnesty will also include a 60-day period during which individuals—regardless of whether they entered as tourists, students, or workers—can obtain permits and formalize their stay. Students will be able to reactivate their enrollment, while others may apply for work permits.

Additionally, individuals abroad with first-degree relatives in the country, or those previously deported due to illegal residence, will also be able to benefit by paying a minimum wage fee.

Officials emphasized that the primary goal is to eliminate informality, reduce uncertainty, and strengthen public security.
