EU Parliament Calls For Cyprus Federal Solution And Special Envoy

The European Parliament has reaffirmed its position that a federal settlement remains the only acceptable basis for resolving the Cyprus issue, while also calling on the European Commission to appoint a special envoy to the process.

According to a report by the Parliament’s Committee on Foreign Affairs (AFET), which was adopted with 44 votes in favour, 10 against and 17 abstentions, the Cyprus issue featured prominently in the broader assessment of Turkey’s EU accession process.

The report reiterates that a comprehensive, just and lasting solution should be based on a bi-zonal, bi-communal federation. It also urges all parties to make use of existing momentum to restart negotiations and encourages EU member states to actively support the process.

Lawmakers further called for respect for the status of the UN buffer zone and the mandate of UN peacekeeping force UNFICYP, while stressing that unilateral actions regarding Varosha should be avoided and international law upheld.

On the issue of missing persons, the report references European Court of Human Rights rulings, including the 2008 judgment related to the killings of Tasos Isaak and Solomos Solomou, and calls for full compliance with relevant decisions.

It also highlights amendments promoted by Cypriot MEP Lukas Fourlas concerning the rights of Greek Cypriots living in the north, including access to religious services, education, and basic public services.

The report also raises concerns over restrictions allegedly faced by displaced Greek Cypriots in exercising religious duties in places of worship in the north.
