Baykallı: New Window of Opportunity for Federal Solution May Emerge After 2026

Speaking at a panel held in Larnaca, TDP Central Executive Committee member Kemal Baykallı said that a new window of opportunity for a federal solution to the Cyprus problem could open after 2026.

The panel addressed the current state of the Cyprus issue and possible solution scenarios, where Baykallı noted that no substantial progress has been achieved since the 2017 Crans-Montana process, with even confidence-building measures remaining limited.

Drawing attention to the weakening of the international system, Baykallı said institutional effectiveness has declined and rising populist political movements have complicated resolution processes. He nevertheless underlined that support for a federal solution remains strong among Turkish Cypriots.

Referring to social dynamics, Baykallı said intercommunal ties have weakened over time, as younger generations do not share direct experiences of the past, reducing interaction between the two communities.

Describing cooperation between the CTP and TDP as a “notable development,” Baykallı said pro-solution Greek Cypriot political parties could also play an important role in the process.

He argued that Türkiye’s two-state solution approach complicates efforts, but maintained that space still exists for a federal settlement in Cyprus.

In concluding remarks, Baykallı stressed that a solution is critical not only for Cyprus but also for regional stability, stating: “What matters is not the model, but how we build a peaceful future.”
