Oğuz: Goal Is a Digital State and Stronger Public Institutions

Speaking at the Interior Affairs Committee meeting held as part of the "Vision and Projects Workshop for a Strong and Sovereign TRNC," organised under the patronage of Prime Minister and UBP leader Ünal Üstel, Oğuz said the government is accelerating its digital transformation agenda to provide faster, more secure and more transparent public services.

The meeting focused on migration management, the land registry, social housing, local government, the prison system and the Immovable Property Commission (IPC), while participants also shared recommendations on future reforms.

Digital Land Registry Planned for September

Oğuz said the transformation of the Land Registry and Cadastre Department has reached an advanced stage, with preparations largely completed to introduce Turkey's TAKBİS and MAKSİS digital infrastructure in the TRNC.

The new system is expected to become operational in September, allowing land registry transactions to be processed entirely through a secure digital platform.

He said the system would improve the management of property records, facilitate data sharing between public institutions and significantly reduce processing times.

"Our goal is to make land registry services faster, more secure and more transparent," Oğuz said.

Migration Reform to Go Digital in November

The minister also outlined plans for a comprehensive reform of migration and citizenship services.

Under the new Migration Management and Immigration Information System, border entry and exit records, residence permits, work permits, student permits and citizenship applications will all be processed digitally.

The system is scheduled to be launched in November 2026, while the relevant legislation will also be updated to create a more efficient, transparent and sustainable migration management framework.

Social Housing Projects Accelerating

Oğuz said social housing remains a key pillar of the government's social policy, particularly for young people, low-income families and first-time homebuyers.

He noted that social housing projects, relaunched after nearly 30 years, have made significant progress.

Construction in Güzelyurt is nearing completion, while the tender process has begun for 584 housing units and six commercial units in the Alayköy Social Housing Project. Planning is also continuing for projects in Maraş (Famagusta) and Dikmen.

IPC Structure Strengthened

Oğuz said the Immovable Property Commission (IPC) has been institutionally strengthened through its restructuring as a separate unit within the Land Registry and Cadastre Department.

He said the move would improve administrative efficiency and accelerate the handling of property claims.

Savaşan: Reform Process Will Benefit from Collective Wisdom

UBP Secretary-General Ahmet Savaşan said the Interior Affairs Committee's work would make an important contribution to reforms in migration management, land administration, social housing and local government.

He added that the ideas and recommendations produced during the committee meetings would help shape the party's future policy agenda and thanked Oğuz, committee members and other stakeholders for their contributions.
