Young people purchasing second-hand vehicles with licence plates will also receive interest support on loans with a three-year repayment term.

Young Communication Support: VAT will be reduced to zero on a one-time basis for young people aged 16–24 purchasing their first smartphones. The support scheme will be introduced immediately after the elections.

Free Internet Support: Young people in education will be provided with free internet packages. The scheme will be launched shortly after the elections.

Young Housing Support: The government aims to build 5,000 homes for young people over the next five years. The homes will be offered under special conditions, taking young people's financial circumstances into account. Existing social housing projects will also continue.

Youth Employment Support: Young people up to the age of 35 entering the workforce for the first time will receive a 50,000 TL wage subsidy and 100% support for social security contributions. The scheme will begin in January 2027.

Build Your Home Housing Loan Support: Citizens who own plots in rural areas will be offered low-interest, long-term housing loans to build their homes. The scheme will be introduced immediately after the elections.

First Home Loan and White Goods Support: The First Home loan scheme will continue. Newly married young people who have started building homes on rural plots or have acquired social housing will be exempt from customs duties on white goods purchases, provided they submit their marriage certificates.

Marriage Loan and Cash Assistance Support: Young couples aged 18–28 will be eligible for a 500,000 TL marriage loan with interest support and a repayment term of 36 months. Cash assistance provided by the Social Insurance Department to newly married young people will be increased to 200,000 TL.

Free University Education Support: From 2027, the state will cover the full tuition fees of TRNC citizens admitted to universities through examinations administered by the Ministry of National Education. TRNC citizens already studying at universities with a grade point average of 3.00 or above will also be eligible for the scheme.

“WE AIM TO PREVENT EMIGRATION”

Üstel said the government aimed to enable young people to remain in their homeland and prevent emigration. He said the projects prepared in areas ranging from education and employment to technology and housing were intended to ease the financial burden on young people and their families.

Stressing that the problems facing young people could not be solved through words alone, Üstel said: “You cannot stop young people from emigrating with words. You cannot solve young people's problems with words. You cannot meet young people's needs with words. We produce work, not words. We deliver real support. They talk; we act.”

“WE ARE INCREASING OUR SOCIAL HOUSING TARGET TO 15,000”

Reviewing projects implemented during his government's tenure, Üstel said social housing initiatives had been relaunched after a gap of approximately 30 years.

Noting that around 3,000 social housing units were currently in progress, Üstel announced that the target would be increased to 15,000 homes.

He said rural plots had been distributed to young people and that the First Home loan scheme had been introduced for the first time in the country's history, adding that hundreds of young people had become homeowners as a result.

Üstel said the government aimed to build an additional 5,000 homes for young people under special conditions in the new term, alongside existing social housing projects.

“WE WILL OPEN YOUTH CENTRES IN ALL SIX DISTRICTS”

Üstel also addressed social and cultural investments for young people, announcing plans to open multi-purpose youth centres in all six districts.

He said a major cultural and arts centre project would be implemented in Nicosia, describing the facility as a hub for art, culture, events and concerts.

“ENERGY COSTS WILL BE HALVED”

Üstel said projects to bring electricity from Turkey to the TRNC and construct a natural gas pipeline had been launched. He stated that energy costs would be cut by half once the projects were completed.

“When we complete these projects during this term, energy costs will be halved. Bills will be reduced by half,” Üstel said.

“150,000 HOMES AND BUSINESSES WILL HAVE INTERNET FIVE TIMES FASTER”

Speaking about the fibre-optic infrastructure project, Üstel said 150,000 homes and businesses would soon have access to internet services that were five times faster and more affordable.

He said the project would also complete the state's digital infrastructure, enabling citizens to carry out public transactions through their mobile phones and computers during the new term.

“WE WILL EXEMPT YOUNG PEOPLE WORKING IN TECHNOLOGY FROM TAXES”

Announcing the “Cyprus Tech” project, Üstel said the government aimed to transform the entire country into a technopark.

He said young people working in the technology sector would be able to benefit from state support regardless of where in the country they operated.

“As a state, we will exempt young people working in technology from taxes and provide them with credit opportunities and premium support,” Üstel said.

Pointing to the significant economic value that technology production could generate, Üstel said software, games and applications developed by young people could make a substantial contribution to the country's economy.

Üstel also claimed that the opposition had opposed the fibre-optic project and criticised its stance.

“WE WILL LAY THE FOUNDATIONS OF THE NEW ATATÜRK STADIUM IN 2027”

Speaking about sports investments, Üstel announced plans to build three multi-purpose sports halls in İskele, Lefke and Famagusta.

He said the New Atatürk Stadium and Sports Complex project had been launched, describing it as the largest investment in sports in the TRNC in the past 40 years.

Üstel said the foundations of the stadium would be laid in the first half of 2027, with the aim of completing the project within a short period.
